Comment:

 I don't think your analysis is quite right.

 The /L=XXXX specifies the language that the installer will run in (which
 in turn is used as the default language for Pidgin '''ONLY''' for the user
 who installed Pidgin).

 If you run pidgin as a different user after it is installed, the language
 selection works as described in the FAQ (the installer language isn't
 relevant).

 I can see that this is somewhat confusing, but I'm not sure what a better
 way to do this is.
