#8704: Can't block messages when set private settings for MSN account

 1. Sign in and goto Tools  -> Privacy;
 2. Select "Set Private For ", choose a MSN account;
 3. Select "block all users"
 Expected Result:
 after step 3. No messages should be recieved from the buddies.
 Actual Result:
 can still received messages

 PS:The same setting for the IRC account, it works well.
