Comment:

 I don't like this interface design.  The tabs separate what is essential
 information, effectively hiding it.

 If there were advanced options to hide on the second tab, I might feel
 differently.  I know this behaves like the account dialogs work now, but I
 think that if we decided to do tabs, the "Pounce on Whom" part should be
 outside the tabs, with the other sections, perhaps in tabs, indicating
 that they operate on the target selected above.

 I believe this type of change was suggested for the account dialog and I
 thought it was a good idea.

 I vote no on this implementation, though I would like others' (devs or
 users) thoughts.
