 I see nothing in the Ubuntu default prefs.xml that would change the
 default tray icon preference (though I do see at least two broken
 preferences in the file). A quick test seems to indicate that it is in
 fact not being set to "always" in Jaunty. I wonder if perhaps there is an
 interaction with the fact that Ubuntu force loads the libnotify and
 nautilus plugins (via code) involved here.,
