 Polls are generally useless, as most people don't vote, and of those
 people who do vote many don't actually want what they say they do under
 all (or even most) circumstances. At least in my experience with users in
 general. but that's not really the point, a poll for this is pointless. If
 people want a plugin which autosplits at a given numerical character count
 one can easily be written, if people want a built-in solution then
 protocol support needs to exist for informing pidgin of message length
 limits or when messages fail to send because of length issues.

 Character Counter] plugin may be a good start (though possibly not as it
 needs to count 'live' and the splitting plugin would not).
