 Components: Pidgin, Finch, libpurple, IRC.

 When typing /help on IRC, the /me command will be shown twice, as there
 are two /me commands: one is in libpurple and is for IRC, the other is in
 Pidgin and is used for all other protocols.

 This patch hides duplicate / commands in /help.
