 pidgin auto-reconnects by default (and this cannot be turned off) so that
 point is done.

 If the desire is to have this *really* be limited it might actually be
 best to use finch and a simple dbus script which listens for incoming
 messages and forwards 'outgoing' messages. This would avoid the issue with
 popup dialogs for actions/errors/etc., it would make the 'unlock' secret
 be working with finch (which need not even be running in a terminal in the
 current X session), etc.
