New description:

 Actually I can't add people to the "allow only the users below" list
 either.

 When I try to block someone, it tells me "Could not add the buddy
 [screenname] for an unknown reason."

 And if I try to put them on the "allow only the users below" list, it says
 "Unable to send message: In local permit/deny" in the window when I try to
 send them a message.
