Comment:

 This is a windows GTK+ issue, but I can't find the relevant link in a
 quick search.  The issue comes from the fact that the Synaptics touchpad
 driver doesn't handle scrolling like a real mouse's scroll wheel does, and
 GTK+ either doesn't receive or doesn't respond properly to the events the
 touchpad driver sends (I can't recall which at the moment).  Essentially,
 we cannot fix this problem.
