Comment:

 Pidgin currently sends a ping every 30 seconds*, for XMPP this is
 currently regardless of any sent/received traffic.  Pidgin does absolutely
 no bandwidth optimizations of that kind currently (although something like
 that based off sent/received data is definitely desirable).

 * so long as there isn't an outstanding (server has not replied) ping
 request.

 Could you please get a debug log (Help->Debug Window) of a client being
 connected? What error does the client report?


 As a side note, where did you find the "keepalive policy" stating "Only
 send keep-alives if we haven't heard from the server in a while"?
