#10784: PIdgin attempts to connect even through webauth gateway (i.e. Cisco)

Normal pidgin behaviour had pidgin waiting for a network connection before
 attempting to connect. That's good!

However, at my university, we must authenticate using Cisco Clean Access
agent. Or alternatively, with Linux, we must log in using a web form
 before internet access is enabled.

In essence, all traffic is routed to 1.1.1.1, which causes pidgin to trip
on itself trying to look for the pidgin auth server.

Could pidgin possibly be patched so that if a network connection is
established BUT it can't ping the pidgin server, it waits a couple seconds
(maybe every 5 seconds), and tries again?

 pidgin:
   Installed: 1:2.6.3-1ubuntu1~pidgin1.9.04.1
