Comment:

 This patch cannot be accepted as-is.  Pidgin 2.6.x requires compatibility
 with GTK+ 2.4.0 and Pidgin 2.7.0 will require compatibility with GTK+
 2.10.0.  The signal you're attaching to and the associated function
 `gtk_widget_set_has_tooltip()` were not added until GTK+ 2.12.0.  This
 patch needs to be changed.
