Comment:

 This is a problem with the network, Windows is telling Pidgin that it
 cannot connect.  It could be either your Internet connection, a local
 firewall, a firewall at your modem/router/employer/whatever, or a local
 networking problem.  It is almost certainly not Pidgin, particularly as it
 does seem to have worked at least once.
