 As discussed in #pidgin a little.
 This patch lets prpls return how many characters they can send per-
 conversation, as a hint to the UI.
 It may seem redundant, but can be useful for counting characters for SMS
 or Twitter, and pre-empts the 'message is too long to be sent' error.
 This is kinda in relation to Ticket #4753
