New description:

 Fixes #9814

 Used the existing method of adding MSN federated buddies in Yahoo! and
 extended to LCS/OCS buddies.  Also added ability to add Sametime federated
 buddies but could not test since I don't know anyone with a sametime
 server.

 When adding a buddy, preface the buddy ID with a network identifier.

 msn/<id at windowslive.com> for MSN

 ocs/<id at company.com> for LCS/OCS

 ibm/<ID> for Sametime - Whatever a sametime ID looks like...
