 In pidgin u can ban by being a moderator/owner or u can change room
 configuration by being owner, but non of them can see the users list, i
 mean not contact list in chat room, but list by categories, where u can
 see who is banned and memeber and moderator and can change all this
 settings, it should be aviable for both while moderator can only change
 settings of groups below his.
