 moderator has no access to configuration anyway, while he has access to
 ban list - but there is no such thing as ban list (that's what i was
 talking about). and owner has access to configuration of room, but in this
 configuration still no ban list list or users list. i had to log in to
 gajim to unban user, 'cause in pidgin i tryed every possible command and
 option
