Comment:

 If you edit your account and turn on the "Use account proxy for SSL
 connection" box on the account's Advanced tab, does that work?

 If not, if you set your global proxy settings in Tools->Preferences to a
 blank value, then set the appropriate settings on the account's Proxy tab,
 then turn off the "Use account proxy for SSL connection" option, does that
 work?  (If this does work and you have other accounts that need the proxy
 configured, you'll need to configure the proxy on each individual
 account.)
