 The best practice is to unlock from the locked resource with ANY presence
 change from the bare JID (user at domain).  This allows the receiving server
 to decide where the most available resource is at the time that the next
 message is sent.

 For example, if the resource that is locked was priority 10, then goes
 auto-away with priority 0, messages should now be delivered to the user's
 cell phone, which has priority 5.
