 So I am a dumbass. I just learned that this only happens when I am
 invisible (which I am most of the time). I checked the settings, and sure
 enough, "Enable sounds" was set to "Only when available". I'm not sure how
 that got changed, and I don't know how I missed it all these months, but
 anyway, false alarm. Thanks for all your work on Pidgin!
