#10266: Enable configuration on an account level

Right now, it is possible to configure pidgin only at the global level.
I'm using several protocols and I want to configure them differently, for
 example

  * I don't want to blink tray icon and see timestamps in my twitter and
identica account, but I want to have them everywhere else
  * I don't want to use sound notifications, except for my company XMPP
 account

This is currently impossible, because the configuration is global.

I think it would be nice to have something like thunderbird has -- an
account-level configuration. That would require to move everything that
makes sense to configure on acoount-level from Tools->Preferences to each
 account settings.

The same should hold true also for plugins -- it should be possible to
enable/disable/configure plugins for certain accounts only.
