Comment:

 No one has any buddy icons that I'm aware of.  I don't believe I put my
 mouse over any of my buddies, but to be safe I mouse-overred all of the
 first 20 or so buddies on there (the only ones i can see on my list unless
 I scroll which I did not) and it displayed a tooltip for each with no
 issue.
