Comment:

 I assume that you mean "multi-user chat" when you say "conference" and
 "single person instant message" when you say "chat".

 Sounds and the Urgent notification on the conversation window are
 different categories for the IM and Chat - you'll need to choose the
 appropriate Sound Events and use the Message Notification plugin to enable
 these if you want them to happen in multi-user chats.
