 With the "Minimize new conversation windows" preference checked, and "Show
 IMs and chats in tabbed windows unchecked", Pidgin will steal the focus by
 foregrounding an existing Pidgin window (existing conversation, or buddy
 list if not minimized to the tray) when the new conversation starts.  The
 new conversation window is properly minimized.

 I suspect this is related to http://developer.pidgin.im/ticket/3632 .

 This behavior was occurring in 2.6.5 and is still occurring in 2.6.6 on
 Windows XP Pro SP 3.  No Pidgin plugins are in use.
