 Ah, okay.  I've attached another patch with an enum in its place.

 I used 1-9 for several related reasons:  It is the more common format in
 the United States, and (likely) as a result, that is the format used by
 Pidgin on a Windows machine with the U.S. regional setting.  My goal with
 this patch was to provide uniformity across the platforms, so I adopted
 the same format.

 I'm not opposed to creating another option with the 01-12 format, but I
 would aesthetically prefer 1-12 if it were available.
