Comment:

 Ugh, that's really broken behavior of iGoogle ''and'' the android.  All of
 Google's other applications use 24 for "available" presences and 0 for
 away/idle ones.  I don't have any idea why those two products seem to have
 it ''backwards''!

 http://code.google.com/p/android/issues/detail?id=2140 addresses the
 android issue; I couldn't find anything in an extremely brief search on
 that (there's no public issue tracker for iGoogle AFAIK)
