 I'm seeing an issue similar to http://developer.pidgin.im/ticket/10425

 This is using version 2.6.6. on Gnome / Ubuntu

 I have Message Notification Preferences set to Notify For:
 IM Windows & Chat Windows.

 Notification methods set to:
 Set Window Manager URGENT
 Raise Conversation Window
 Present Conversation Window

 My team uses a persistent IRC chat room. I'd like the window to popup
 whenever a new message is typed. Right now, if the chat window is closed,
 it will not popup when a new message is typed.
