 We need block only locally (or we could name it "mute") specific buddy in
 the 2 conditions:

 1.Sometimes i just wanna mute the specific buddy a while and can receive
 other buddy's messages, but i still wanna keep the specific buddy's
 message history. So the "block" function can not meet this need.

 2.I have a "relay server" buddy such as "msn.prolly.org", i do not wanna
 see the alert message from this buddy when it was connected, but if i
 block the buddy "msn.prolly.org"(current pidgin will block it at server-
 side), all the 400 relayed msn buddies are offlined. So the "block"
 function failed in this conditon too.

 That's all, wish the community could make a patch.
