 The problem appears to be that your network requires a proxy (or
 completely disallows you) to connect to `vcs1.msg.yahoo.com` on port 80,
 so it isn't until the connection times out that tries to fall back to not
 using that server.

 It isn't really that pidgin ignores the proxy settings as much as the per-
 account proxy settings are (based on a preference in your yahoo account
 Advanced preferences) used for HTTP/HTTPS connections
