 They might actually be more than just text for ICQ.  When I looked at them
 years ago it required sending either a special HTML code or a special RTF
 code, I don't remember which.  And I don't know if that's still the case.
 If that IS still the case then our oscar prpl would need to map from ":-)"
 to "<some_markup>:-)</some_markup>" or whatever.
