New description:

 if I block contact A, then unblock them. I need to disable the MSN account
 and then reenable it, before contact A can see my online status. In my
 blist.xml file, the privacy mode=4. When I block contact A, the permit
 contact A line is removed and a block contact A line is added. when I
 unblock contact a the block contact A line is removed, but the permit
 contact a line is not added until i disable msn and then reenable it. my
 privacy setting is "block only the users below". if I change my privacy
 setting to "allow only the users on my buddy list" which the software then
 changes to "allow only the users below"(automatically adding the users
 from my buddy list) In my blist.xml file mode=3 now. The above problem
 does not occur. it should be noted that in the official msn messenger I
 have "only people on my allow list can see my status and send me messages"
 as well as in the block list "all others"

 Another issue in pidgin. If privacy is set to allow all users to contact
 me. blocked uses can contact me but my online status is not shown. (also
 blocked icon does not appear)
