 I'm not terribly familiar with NSIS, but it looks to me like it should
 already be possible to make an installer that shows all available
 languages, not only the ones related to the current code page. See
 http://nsis.sourceforge.net/Docs/Chapter4.html#4.10 and the example file
 http://nsis.sourceforge.net/Examples/languages.nsi -- unless I'm
 misinterpreting this documentation, that will provide exactly what is
 needed in this case.

 If not, it looks like a bug in NSIS. I'm working with the people behind
 the new Mari (mhr) localization, and this is making things hard for their
 end-users. If we the approach above works, I think we should be able to
 get a patch together to add more language options to the installer.
 Otherwise, we can look into fixing NSIS.
