 I'd probably drop the explicit enum values as they don't matter, also I'd
 make the order _PASS, _IGNORE, _DENY, _ACCEPT.

 I'd probably also s/_IGNORE/_DROP/ (it seems more clear/appropriate to
 me).

 I'm also not a huge fan of _PASS but haven't come up with a better name
 yet (the best I've gotten is _PASSTHROUGH or _ASK or _DEFAULT).
