 I have investigated a bit into this.

 I only saw the contact pictures of contacts who hadn't updated their
 picture in quite some time.


  * I cleared my icon cache and started the client.
  * I noticed that only two or three of my contacts managed to download and
 display a picture.
  * I asked one of them to switch their contact picture, with the same
 picture, and redid the process.
  * The picture for the contact I asked to resubmit their picture was never
 fetched.


 My guess is that msn uses a different method to download and upload
 pictures now, and that is only used and switched to when updating the
 contact picture, in any other case the previous method is used as a
 fallback.
