 Problem is appearing in both XP and Vista machines.  When a new message is
 received from somebody who already has an open but minimized window the
 new message window does not appear.  At most the pidgin instance in the
 task bar might flash once causing users to not notice that they had
 received a new message.  (A possibly related issue - once the message
 window is opened it starts to flash and continues to flash until you raise
 it, click in another window, then click back in the message window).

 Message Notification is configured as follows:
 Notify for IM windows
 Flash window
 Raise conversation window
 Present conversation window
 Remove when conversation window gains focus
 Remove when typing in conversation window
 Remove when a message gets sent
