notices appearing in the currently active window is somewhat bogus in
Pidgin, as the currently active window may not be an IRC window at all.
Sending to the most recently active IRC window runs the risk of burying a
notice in an unpredictable location.

Then, can it be made so that if you get a notice while the active window
is an IRC window in which you've spoken in within a user defined amount of
time, it'll show it in that window, else, new window?
