 When using a URI to spawn a new message, e.g. xmpp:user at host?message, a
 conversation window is opened for the message.
 If a conversation window is already opened, a new tab is created.

 But, when the window is already opened, the window does not gain focus,
 and the active tab does not switch to the tab for the user requested in
 the URI.

 Desired behavior:
 After executing the URI, the conversation window and the tab for the user
 should have focus.
