 I use pidgin in Linux (RedHat EL4,5);
 for ICQ encoding is set to cp1251 (standard for Windows ICQ users in
 Russia), and it's OK for dialogues.
 But the authorization requests looks like this:
 "594253615 wants to add 306922792 to his or her buddy list:
 пожалуйста, добавьте меня в список
 контактов."

 Test:

 [sl at ms ~]$ echo 'пожалуйста, добавьте меня в
 список контактов.' | iconv -f utf8 -t cp1251

 пожалуйста, добавьте меня в список контактов.

 (this console locale is utf8)
 - looks like there was an EXTRA conversion from 1251 to utf8

 Sometimes I see authorization requests in "normal" encoding, but it's
 rare.
