 New buddy pounces created from the context menu of a contact or a chat
 window are configured for the protocol and account name of the main
 account of that contact.

 This process should be more protocol agnostic. Ideally any user/pouncee
 account combination for that contact could trigger a pounce.

 To accommodate this shift to protocal agnostic pounces, I would like to
 see the new pounce dialog to focus on a contact instead of an account.
 Where the buddy name is replaced with the contact's name. The Account drop
 down box should only contain accounts that have buddies associated with
 the selected contact, and a catch all option like "Any".
