 When user creates a new ICQ account on Linux machine (not sure about
 Windows), the encoding selected by default is ISO-8859-1, not CP1251.
 It generally creates a lot of interoperability problems, which are solved
 if encoding is set to a correct value.

 Sadly it is often a show-stopper for newbie Linux users in Russia, where
 ICQ is the leading IM network. New users know absolutely nothing about
 «CP1251» string they should enter so they either ask some guru or
 uninstall Linux at all.

 Steps to reproduce:

 1) Switch the system locale to ru_RU.UTF-8

 2) Start Pidgin. Open the «Accounts» dialog (Ctrl+A), press «Add»

 3) Select «ICQ» as protocol, Write some UIN & password.

 4) Open «Advanced» tab. Notice the «Encoding» field

    Expected: «CP1251»

    Actual:   «ISO-8859-1»

 5) Press «Add». Close all remaining dialogs, go online and try to chat
 with some QIP or Jimm user, for example. You'll notice encoding problems.
