 i don't think so. VC only needed because of cl (and probably link), but
 the VS command prompt is started with vsvars32.bat, in which you can find
 (on x64):

 @set LIB=C:\Program Files (x86)\Microsoft Visual Studio 9.0\VC\LIB;%LIB%

 and there's only msvcrt.lib.
