 From Debian bug report http://bugs.debian.org/571928:

 In auth requests in ICQ, when people using Cyrillic texts, there are
 broken encoding. Like Приветик! which means "Приветик!" for
 example.
 I have a patch(I don't write it, I found it on russian ubuntu forum, and
 it was written few years ago(for 2.4.1 version, maybe). I'm not sure, but
 author of this patch is Denis

 I use it for this long time recompiling pidgin package from repos with
