 Attached is a very simple plugin, with just makes
 /cs <shortcut> <path>
 create a new custom smiley from the image at <path> by calling
 purple_smiley_new_from_file(<shortcut>, <path>).

 However, the smileys created this way doesn't work until pidgin is
 restarted. Smileys created through the UI works immediately though.

 (This isn't a plugin I'm planning to use, but just a simple example to
 illustrate the problem)
