 What probably is happening here is that a firewall on the Windows machine
 is preventing the inbound connection necessary to start a conversation.

 If you set up your firewall to allow incoming connections on the "Local
 Port" specified in the "Advanced" tab of your Bonjour account settings
 (5298 by default), that should allow other users to initiate conversations
 with you.
