#11250: Buddy list visibility is not toggled when in another workspace

 Clicking the docklet should toggle the visibility of the buddy list.
 This works as advertised: clicking once brings the buddy list in front,
 clicking it again totally hides it.

 Now the problem is when the buddy list is not in the current workspace.
 The steps to reproduce this problem are:

 - Bring the buddy list on top (just one click on the docklet).[[BR]]
 - Change workspace[[BR]]
 - Click the docklet again: There is nothing happening to the buddy list
 (this can be seen from the minimaps of the other workspaces) and for sure
 does not appear in the current workspace.
