Comment:

 We show the message every time the server sends it to us.  If the server
 is sending it on every message you send, we show it that way.  (I don't
 think that's normal behavior, but maybe on some ircds.)

 Implementing this requires keeping extra state on possible non-buddy
 users.  As such, I'm not likely to do it, but I would accept a well-
 written patch to implement it.
