#12326: Windows installer doesn't (seem to) respect system proxy settings

 The installer tried to download the GTK runtime and failed. No explanation
 for the failure was given, so I assume that it failed to use the system
 proxy settings on this Windows machine.

 The problem is mitigated by the fact that the installer suggests to use
 the offline installer, which did work fine.
