 Any user can set up a user-level environment variable with or without
 Administrator privileges.  All that's necessary is access to either the
 System control panel applet, Command Prompt (cmd.exe), or Windows
 Powershell.  Failing that, a user that uses Pidgin from a thumbdrive can
 create a .bat file with the appropriate set command and subsequently
 launch pidgin.exe once the variable is set.
