#12128: Support customizable per-account icons which default to protocol icons

Pidgin currently allows each account to have a single protocol, which
comes with a single protocol icon. This icon is displayed in many places,
such as the account list, buddy list (optionally), chat windows, buddy
info popups, etc.
With the advent of a standardized IM protocol (XMPP) and consequently
multiple IM services with massive global popularity (Google Talk,
Facebook, etc) that use this protocol, this icon-per-protocol relationship
is called to question. This is especially true given the reality that not
all XMPP services are interoperable.
Even if all XMPP services become fully interoperable, it would still be
beneficial to distinguish buddies (and other items) from 2 different
accounts which use the same protocol, be they XMPP or otherwise.
I argue that the functional purpose of the icon associated with each
account should be do visually distinguish that _account_, and not its
protocol.
As such, this enhancement requests that the configuration for each account
have an additional setting of the "Account Icon". This icon would default
to the protocol icon, but allow the user to select any suitable image file
from (at least) their local machine to use in place of this protocol icon.
It would be nice to also include icons for popular services and distribute
these with Pidgin for the user to choose from.
The only place where a true protocol icon might remain necessary is when
viewing account settings, although an icon is not a necessity (as opposed
to just text). Otherwise, all locations that currently display a protocol
icon can instead display the account icon.
