New description:

 '''Intro:'''

Prior to 2.7.1, pidgin-to-pidgin file-transfer on Yahoo most often didn't
work, where the transfer would just sit there saying "Waiting for transfer
to begin" on both ends, while YahooMessenger-to-Pidgin file transfers
always worked. This *seems* to have been resolved in Ticket #12213 for the
2.7.2 milestone. I just want to make it clear that this is not what this
 bug report is about.

Though I'd like to add that when file transfer ever worked, since the
later releases of 2.6.x, it never actually says finished/completed, even
when it has reached 100%, and one must manually hit "stop" as if
terminating the transfer, just to clear the transfer queue. (I believe
this is what's described in Ticket #12161 as well)

Now onto the actual issue in 2.7.1:

 '''Scenario:'''

 - UserL on Pidgin (Ubuntu Linux)

 - UserW on Pidgin 2.7.1 (Windows)

 - Both connected through Yahoo

 '''Problem:'''

Upgrading from 2.7.0 to 2.7.1 on Windows seems to have introduced a new
bug in pidgin-to-pidgin file transfer over Yahoo network.

UserW sends a file to UserL, and UserL accepts the transfer (from file
transfer dialog), and the instant result is as follows:

''- UserL (after clicking accept) sees:''

(00:17:35) Starting transfer of 2010-07-01.rar from UserW

(00:17:36) UserW cancelled the transfer of 2010-07-01.rar

 ''- UserW sees:''

(00:17:32) Offering to send 2010-07-01.rar to UserL

(00:17:36) UserL cancelled the transfer of 2010-07-01.rar
